Disadvantaged Business Enterprise (DBE) Program
The goal of the DBE program is to make sure there is equal opportunity in the award of US DOT-assisted contracts for highway, transit, and airport projects. The program is intended to provide a “level playing field” on which DBEs can compete fairly. To make certain that only bona fide minority firms participate, the NMDOT has a comprehensive DBE certification program.

Important Notice: DBE Certification Update
The Interim Final Rule (IFR) issued by the U.S. Department of Transportation has changed the eligibility requirements for the Disadvantaged Business Enterprise (DBE) program. These changes affect how DBE certifications are processed nationwide.
NMDOT is now accepting DBE reevaluation applications for firms that were previously certified in New Mexico. As part of the new federal requirements, all firms undergoing reevaluation must submit the following:
- Personal Narrative (PN)
- Personal Net Worth (PNW) Statement
- Required personal and business tax documents
Only firms that complete the reevaluation process will be reactivated in B2Gnow and appear again on the NMDOT DBE Directory.
NMDOT will not accept new DBE applications until May 1, 2026.
Please note:
All interstate applications must be submitted as interstate applications—not as reevaluations. Interstate requests follow a separate process and cannot be submitted through the reevaluation workflow.
What This Means for You
- NMDOT is currently accepting DBE reevaluation applications for previously certified firms.
- Personal Narratives, Personal Net Worth forms and required tax documents are mandatory for reevaluation.
- Only firms that complete reevaluation will be reactivated in B2Gnow and listed in the DBE Directory.
- New DBE applications will not be accepted until May 1, 2026.
- Interstate applications must be submitted as interstate applications, not as reevaluations.
- Additional updates will be shared as FHWA guidance continues to be released.
