The Planning Division (PD) is responsible for the planning activities of the NMDOT and ensuring that NMDOT complies with federal planning requirements.

NMDOT Long-Range Statewide Transportation Plan
The Long-Range Statewide Transportation Plan (LRSTP) serves as the primary framework for guiding decisions at all levels within the NMDOT.
The LRSTP is developed by the Planning Division, in coordination with other departments in the NMDOT, and external stakeholders and partners.
The New Mexico 2045 Plan outlines the 25-year transportation vision for New Mexico and provides NMDOT with information, guidance, and direction to support strategic decision-making. The NM Freight Plan was expanded with addenda in 2017, which were approved as FAST Act compliant by FHWA in November 2017. The final plan and addenda documents are available for download below:

NMDOT Two-Year Planning Work Program
The Planning Work Program (PWP) is a two-year document, developed in accordance with 23 CFR 420.111, that outlines the work to be accomplished by the NMDOT, the Metropolitan Planning Organizations (MPOs) and Regional Transportation Planning Organizations (RTPOs) over two consecutive federal fiscal years (FFYs). The Planning Division, consisting of the Multimodal Planning and Programs, Data Management and Research Bureaus, is the lead Division responsible for administering the PWP, which is funded by Federal Highway Administration (FHWA) funds and state or MPO/RTPO match. FHWA funding in the two-year PWP primarily includes State Planning and Research (SPR) funds and Metropolitan Planning (PL) funds apportioned to New Mexico in the Bipartisan Infrastructure Law (BIL) enacted on November 15, 2021. National Highway Performance Program (NHPP) funds and Surface Transportation Block Grant Program (STBGP) funds are sometimes included in the Metropolitan Planning Organization (MPO) work programs.
The 2023-2024 PWP is a single file, and includes activities of the Planning Division, including the Multimodal Planning and Programs, Data Management and Research Bureaus, as well as the SPR Part A funded projects in other areas of NMDOT.
