I-40 & I-25 Interchange Operations Study

City of Albuquerque, Bernalillo County

STUDY OVERVIEW

WHERE IS THE BIG I STUDY AREA?

The NMDOT is currently conducting an Interchange Operations Study for the I-40/I-25 interchange—commonly known as the Big I. Located near the heart of Albuquerque, the Big I connects two of New Mexico’s busiest highways: Interstate 40 and Interstate 25. This critical interchange serves tens of thousands of commuters each day, providing vital access to regional employment centers, educational institutions, shopping districts, medical facilities, and residential neighborhoods (see Figure 1).

WHAT IS THE GOAL FOR THE BIG I STUDY?

While this interchange generally operates at acceptable levels of service, the eastbound and westbound I-40 ramps connecting to northbound I-25 experience significant congestion—particularly during the morning peak hours. This congestion leads to long traffic queues, increased travel times, and a higher frequency of crashes on the ramps and their approaches.

The Big I Interchange Operations Study builds on the findings of the I-40 Congestion Management Report completed in 2022 (see link below). In response to ongoing operational and safety challenges, the study team is analyzing the factors contributing to congestion on the I-40 eastbound and westbound ramps to northbound I-25. The study includes developing and evaluating potential improvement alternatives, conducting preliminary environmental and community impact assessments, and identifying a preferred concept for implementation.

The study focuses specifically on the I-40 eastbound and westbound ramps to northbound I-25. Several alternatives are under consideration, including reconfiguring ramp geometry and connection strategies. Potential improvements include adding a second lane to one or both ramps and redesigning merge points to enhance traffic flow and safety.

BACKGROUND INFORMATION

In 2022, the NMDOT completed a comprehensive Corridor Congestion Management Study for Interstate 40 (I-40), spanning from the Atrisco Vista Boulevard interchange through Albuquerque to Tramway Boulevard. The 2022 study identified key areas of severe congestion, analyzed the underlying causes, and proposed strategies to enhance traffic flow. Among the many issues identified, two of the most problematic were the eastbound and westbound approaches to the I-40 interchange and their connections to the northbound Interstate 25 (I-25) ramps.  These findings stimulated the need for the current Big I Interchange Operations Study.
