NM 528
Project Overview
NMDOT is committed to both short-term, actionable improvements and long-term strategies that enhance safety and traffic flow for the entire NM 550 and US 550 area, including the NW Loop. We appreciate the City of Rio Rancho’s collaboration and remain fully aligned in working toward meaningful, data-driven improvements for the community.
The New Mexico Department of Transportation (NMDOT) continues to coordinate with the City of Rio Rancho on the ongoing traffic and safety evaluations along NM 528, US 550, and the surrounding corridor. This includes communication regarding the traffic study, speed study, and next steps for the NM 528 & Pasilla area.
As part of this coordinated effort, NMDOT shared preliminary draft copies of the signal-warrant analysis for both NM 528 and US 550 with the Rio Rancho Public Works team for their review (also available on this webpage). Secretary Serna and District Three staff also met directly with Rio Rancho’s Mayor, City Manager and Traffic Engineer to discuss the collected data.
On January 15, 2026, NMDOT presented a recommendation to the State Transportation Commission regarding the use of speed cameras, and the State Transportation Commission approved the request.
On December 18, 2025, NMDOT provided an overview of the immediate and long-term safety measures that will be implemented based on findings from both the speed study and traffic study.
The intersection traffic study was recently delivered from the consultant and has not been finalized with recommendations (As of Jan. 16, 2026). Traffic counts and a crash analysis was completed as part of the deliverable.
This intersection has been counted and analyzed in the past. Dates of previous Signal Warrant study reports:
- December 2014 – Signal Warrant was conducted. Resulted in Signal Warrant was not met – NM528 AADT in 2014 was 19,494 vehicles/day
- February 2017 – Signal Warrant was conducted. Resulted in Signal Warrant was not met – NM528 AADT in 2017 was 20,800 vehicles/day
- October 2017 – Traffic Volume Redistribution based on Syncro Software Signal Analysis
- October 2025 – Signal Warrant was conducted. Resulted in Signal Warrant was not me for Weekday but did meet Signal Warrant for Weekends – NM528 AADT in 2025 is 21,513 vehicles/day
This intersection did not meet Signal Warrants from 2014 to 2026 on the weekdays and weekend (As outlined and according to the MUTCD).
The intersection has met weekend Signal Warrants as shown in the recent October 2025 Signal Warrant Study, but did not meet the weekday Signal Warrants.
Interim solutions were presented to the City of Rio Rancho council meeting on December 18, 2025. Delineators and increasing Visual Friction (re-striping the intersection) were considered as an immediate interim solution which will be programmed for this Spring 2026.
