State Transportation Improvement Program (STIP)

SANTA FE – The public is invited to comment on the NMDOT’s federal fiscal year 2024 – 2029 Statewide Transportation Improvement Program (STIP) Amendment 3. The program serves as the NMDOT’s short-term planning document for the state’s federal aid highway program and was implemented on October 1, 2024. The STIP is created through a cooperative and comprehensive process that incorporates federally required Performance Measures (PMs), the seven National Planning Goals, and aligns with the NMDOT’s Long Range Planning document to choose projects that support the vision of the Department and address the multimodal needs of New Mexico’s transportation customers. The first four years of the STIP must be fiscally constrained with the outer two years used for planning corridor projects and programming larger projects that take more time to develop.

The NMDOT’s six-year transportation preservation and capital improvement program contain multi-modal transportation projects that use federal, state, local, and private transportation funds. It includes projects of regional significance (projects with high public interest or air quality impacts) and projects in the National Parks, National Forests, and Indian Reservations.

The third Formal Amendment to the 2024-2029 STIP is posted here and is open for public comment until Monday June 17, 2024. NMDOT STIP personnel will take comments via the eSTIP Amendment tab, by project. To access the list of projects included in the Amendment, click on the “Amendments” Tab then click on the “View Details” section for each one of the NMDOT Districts.

This document also serves as the Public Review Draft for Freight Investment Plan (FIP) Amendment 2 and simultaneously provided to the New Mexico Freight Advisory Committee for their review and comment. The public is also invited to comment on FIP Amendment 2. Details for providing specific comments regarding this proposed FIP Amendment action can be made via the public review portal of the FFY2024 – 2029 STIP following the link and steps above.
