NMDOT Two-Year Planning Work Program

The Planning Work Program (PWP) is a two-year document, developed in accordance with 23 CFR 420.111, that outlines the work to be accomplished by the NMDOT, the Metropolitan Planning Organizations (MPOs) and Regional Transportation Planning Organizations (RTPOs) over two consecutive federal fiscal years (FFYs). The Planning Division, consisting of the Multimodal Planning and Programs, Data Management and Research Bureaus, is the lead Division responsible for administering the PWP, which is funded by Federal Highway Administration (FHWA) funds and state or MPO/RTPO match. FHWA funding in the two-year PWP primarily includes State Planning and Research (SPR) funds and Metropolitan Planning (PL) funds apportioned to New Mexico in the Bipartisan Infrastructure Law (BIL) enacted on November 15, 2021. National Highway Performance Program (NHPP) funds and Surface Transportation Block Grant Program (STBGP) funds are sometimes included in the Metropolitan Planning Organization (MPO) work programs.

The 2023-2024 PWP is a single file, and includes activities of the Planning Division, including the Multimodal Planning and Programs, Data Management and Research Bureaus, as well as the SPR Part A funded projects in other areas of NMDOT.
