Grand Avenue\, Artesia\, NM. This annual car seat clinic is held as a celebration of life and remembrance of Cy Palmer\, a 7-year-old who tragically lost his life as the result of a motor vehicle crash on November 15\, 2017. Although Cy was wearing his seat belt\, he was not using a booster seat\, which ensures the seat belt fits correctly and the passenger is properly restrained in the event of a crash.\nThis free educational event provides parents and caregivers instruction on the proper selection\, installation and use of their car seats from nationally certified child passenger safety technicians. Technicians will spend approximately 30 minutes per seat educating parents on the proper selection\, installation\, and use of their car and booster seats. Parents and caregivers will also learn important information regarding common errors in car seat safety and be able to ask questions. If a technician determines a car seat to be recalled\, expired\, or otherwise unsafe\, replacement seats will be available.\nTo participate in the Car Seat Inspection Clinic\, parents and caregivers should bring their car seat\, car seat manual\, vehicle manual\, and the child should be present if possible. Concerns and support were raised for both the signalized intersection and for the roundabout alternative. After detailed analysis and review\, the NMDOT has decided to proceed with the implementation of a roundabout.   \nA roundabout was the selected alternative as it provides the greatest improvements for three major areas of concern currently experienced at the intersection:  \n  \n\nReduction of severe injury and fatal crashes: approximately an 80% reduction in injury crashes and 100% reduction in fatal crashes (https://highways.dot.gov/media/9206). This is compared to a 44% reduction for a 4-way traffic signal (https://cmfclearinghouse.fhwa.dot.gov/detail.php?facid=325). \n\n\nReduction in speeds: the geometric design for the roundabout will promote vehicles to slow when approaching the intersection  \n\n\nImproved traffic flow: the roundabout shows more improvement in reducing delays\, particularly during the morning and evening traffic rush hours  \n\n\nConcerns regarding a roundabout were raised by the public during the initial phase of public engagement. Frequent areas of concern included: \n\n\nHow will the roundabout accommodate a significant influx of traffic when I-40 is closed down? \n\n\nCan the roundabout handle larger vehicles that are likely to use the intersection such as semitrucks and horse trailers? \n\n\nHow will the roundabout function during inclement weather conditions? \n\n\nCan the roundabout be implemented within existing right-of-way?Each of these concerns\, and others raised during the first public engagement effort\, were considered in detail during the final selection of an alternative.
